LAGOS AUDITS PETROL FILLING STATIONS, EVENT CENTERS

In an effort to correct the distortions in the physical development of structures in the State and ensure compliance with the State Physical Planning Law, Lagos State Government through its Ministry of Physical Planning and Urban Development is embarking on data collation of Event Centers and Petrol Filling Stations to complement the ongoing screening of illegal gas plants in the State.

Speaking in an interview recently, the Commissioner for Physical Planning and Urban Development, Prince Rotimi Ogunleye said Government is concerned about the upsurge in the construction of Filling Stations, Event Centers and Gas Stations and has, therefore, commenced steps to audit these developments to determine their approval status and the level of compliance with the regulatory laws as it applies to each of them.

According to the Commissioner, “With the audit exercise, the State Government will be able to know the number available, their geographical distribution, how many are approvable as well as how many of them can be regularized”.

Ogunleye said that majority of these structures are just springing up without Planning Permits from the appropriate authority, noting that with the rate Filling Stations and Event Centers are springing up, they already constitute a nuisance in terms of traffic congestion and environmental degradation.

“You will recall that there is an embargo on Petrol Filling Stations now and it’s not going to last till eternity, so what Government is trying to do while the embargo is on, is to get the data of all PFS in Lagos State, to see the spread. Some areas are more congested in term of PFS, so further approval may not be granted to those corridors. Investors would be advised to go to other areas”, he emphasized.

He disclosed that majority of the PFS rather than approaching the State Government for planning permits get clearance from the Department of Petrol Resources (DPR) and construct without approval which is a violation of the Regional and Urban Law of Lagos State.

Responding to issues affecting Events Centres, the Commissioner said that quite a number of them do not go for planning information, stressing that though some of them make use of temporary structures like tents instead of permanent structures,  they must still be secure appropriate approvals.

Giving the Central Business District as an example, he lamented the traffic caused by the concentration of Event Centers along the corridor, adding that Government will no longer grant approvals for Event Centers in such areas.

He advised the people of Lagos to obtain planning information from the Ministry of Physical Planning and Urban Development at no cost and submit necessary documents for planning permits before embarking on any development.

LASG URGES DEMOLISHED PROPERTY OWNERS TO SUBMIT TITLE DOCUMENTS

Says Prompt Submission Will Fast Track Payment Of Compensation

The Lagos State Government on Monday appealed to property owners affected by the ongoing removal of structures on the Right of Way of road expansion projects in various areas of the State to submit the relevant documents that will easy processing and payment of compensation, saying prompt submission will enable the present administration to fulfill its obligations to the affected Stakeholders.

The affected areas include road projects along Igbe/Igbogbo/Bola Ahmed Tinubu Road; Agric-Isawo Road both in Ikorodu Local Government Area; Agege-Pen Cinema and adjoining roads in Agege Local Government Area and Murtala Mohammed Airport Road at Oshodi-Isolo Local Government Area of the State.

A statement issued by the State Commissioner for Physical Planning and Urban Development, Mr. Rotimi Ogunleye said the Lagos State Government is presently collating and assessing documents already submitted but observed that some affected property owners are yet to submit their papers.

According to him, “We are concerned that affected owners at Murtala Mohammed International Airport Road, in particular, have not turned in their documents. We are therefore appealing to all that are yet to submit in any of the project areas to do so immediately so that we can process the payment of compensation quickly”.

Ogunleye, therefore, urged all affected to submit their planning documents such as Certified Registered Title Document of Properties within the said Right of Way, Approved Building Plan Permit for the affected structures and any other relevant document as Proof of Ownership to the office of the Hon. Commissioner, Ministry of Physical Planning and Urban Development at Block 15, The Secretariat, Alausa, Ikeja to ensure the speedy processing of compensation.

He also appealed to the stakeholders to continue to support the efforts of the Lagos State Government, noting that the massive infrastructural development taking place in various parts of the State is in line with the vision of the administration of Governor Akinwunmi Ambode to engender a safe, habitable and tourist-friendly environment for Lagosians.

He added that the administration appreciated the cooperation demonstrated by the people so far and appealed for continued support until the road projects are delivered for public use.

TPL. ANIFOWOSHE WASIU ABIOLA fnitp, rtp – Hon. Commissioner

A highly experienced professional in Town Planning and Urban Development, Tpl. Wasiu Abiola Anifowoshe is a fellow and current Chairman Nigerian Institute of Town Planners (NITP)Lagos State Chapter, A Registered Town Planner (RTP) with Town Planners Registration Council of Nigeria, Member of Association of Town Planning Consultants (ATOPCON), and Nigerian Institute of Architects (NIA).

 

Tpl. Anifowoshe hails from Epe in Epe Local Government Area of Lagos State and was born on 30thMarch, 1952. After obtaining his First School Leaving Certificate, young Anifowoshe proceeded to Ansar-Ud-Deen College, Isolo, Lagos State in 1969 and sat for his West Africa School Certificate Examination (WASCE)in 1972 and General Certificate of Education Advance Level in 1974.

 

In his quest for further education, Tpl. Anifowoshe proceeded to Howard University in the United States of America for a study leading to the award of Bachelor’s degree in Architecture   in 1979 and Master’s degree in the same field in 1980.  Not satisfied, he went further to obtain a Master’s degree in City and Regional Planning in 1982 from the same University.

 

A perceptive Technocrat and quintessential planner, Anifowoshe started his career in the Lagos State Civil Service at the then Lagos State Lands and Physical Planning in 1985 after his mandatory National Service with the Lagos State Ministry of Works & Housing in 1984. By dint of dedication, hardwork and commitment to excellence, he rose to the position of Director at the Physical Planning Department of Lagos State Urban Renewal Authority (LASURA), 2003 – 2006. In 2011, was appointed the General Manager of the same Authority.

 

With vast experience that spans over 3 decades, TPL. Anifowoshe is well grounded in project management and urban regeneration. He had at various times undertaken development projects which include but not limited to the Construction of Ultra-Modern Balogun Market Olowogbowo at Lagos Island, Construction of twenty-four manssionate apartments at Olaleye, Iponri, review of Urban Renewal Scheme at Badia and Ijora-Oloye.

 

Other assignments that he handled Included the Right- of- Way(RoW for the fourth (4th) Mainland Bridge from Badore to Ijede , Right- of- Way (RoW) for Lagos-Badagry Expressway, Right- of- Way for Lagos-Epe Expressway in Eti-Osa Local Government Area, Expansion of Ikorodu Road from Mile 12 in Kosofe Local Government Area to Ikorodu, Expansion of Okota-Isolo Way in Oshodi/Isolo Local Government Area, LASU- Iba Expressway Road expansion, Ibeshe Road in Ikorodu Local Government Area, Agiliti/Mile 12-Magodo Road expansion in Kosofe Local Government Area of Lagos State.

 

He also served in various Service Committees among which were Technical Committee on Village Excision in Lagos State, 2006,Eko Exhibition Committee, Committee on Relocation of Displaced Traders at Orile Market to Morogbo in Badagry and Technical Committee on Lagos/Badagry Expressway. Until his appointment as the Honourable Commissioner for Physical Planning and Urban Development, Tpl. Anifowoshe was a Managing Partner with the Contemporary Consultant Group (A team of Architects, Town Planners and Development Consultants)

 

Apart from being an Honorary Chieftaincy Title Holder of Okanlomo of Epe Kingdom, Anifowoshe is a devout Muslim, he is the Seriki Musulumi of First Epe Central Mosque and Chairman, Central Mosque Committee, and erstwhile, National Projects Secretary for NASRUL- LAHI-IL –FATHI SOCIETY OF NIGERIA(NASFAT).

 

Anifowoshe is an ardent lover of soccer and swimming.

MRS. BOLADELE ADEREMI DAPO-THOMAS – Permanent Secretary

Mrs. Boladele Aderemi Dapo- Thomas, a scion of the Bangbose Family of Lagos Island, an astute administrator and a seasoned bureaucrat was born in the United Kingdom.

After her elementary and secondary education, Mrs. Boladele Adeyemi Dapo- Thomas proceeded to the prestigious University of Ife (now Obafemi Awolowo University) Ile-Ife where she graduated with a Bachelor of Arts degree in English and Literary Studies in 1985. From 1985 – 1986, she did her National Youth Service at the then Ondo State University, Ado- Ekiti as Graduate Assistant.  In her desire for exemplary career in Public Service, Mrs. Dapo–Thomas returned to her Alma Mater for Post-Graduate Diploma in Public Administration in 1990.

She is also an alumnus of the Harvard Kennedy Executive Education Programme and has certifications from the Oracle University as well as courses in Management and Leadership.

 

Mrs. Dapo -Thomas started her career as an Administrative Officer Grade II with the Lagos State Civil Service in August 1988. She has in her twenty –seven years in the State Civil Service served in various capacities giving optimum service and technical proficiency to job responsibilities and challenging assignments.

 

Some of her distinctive and notable contributions to the State Public Service include; Delivery of Oracle Compliant Data as Head of Human Resource(HR) Data Conversion Team, a catalyst to the timely go-live of the Oracle Application in year 2001 which enabled IT governance of the Human Resource and Financial activities of Government; Designing of the new Certificates of Service being awarded to officers exiting the Civil Service; Development of the Public Service Salary Structure in year 2011, successfully undertaken in collaboration with the Accountant General; Coordination of the revision of the 1982 Civil Service Rules which culminated in the new Public Service Rules (PRS) launched for use in May 2015.

 

Mrs. Dapo–Thomas also served as Protocol Officer/ Private Secretary to four successive First Ladies in the State between 1988 and 1999

She is one of the Public Service designated Career Development Mentors and has delivered presentations at different fora on different aspects of the Public Service Rules, Establishment Matters and End User Training on the Oracle Human Resources Module.

Until her deployment as the Permanent Secretary, Ministry of Physical Planning and Urban Development, Mrs. Dapo–Thomas was the Permanent Secretary in the Ministry of Women Affairs and Poverty Alleviation.

 

 

An adherent of good work ethics and a thoroughbred administrator, Mrs. Dapo- Thomas is a meticulous superintendent and an exemplary leader.

MR. OSIFUYE ADESANYA OLUFUNMILAYO – Head, Regional and Master Plan

Osifuye Adesanya Olufunmilayo was born on 9th June 1961 in Lagos. He started his educational career from St Paul’s Anglican Primary School, Idi- Oro, Lagos. He sat for his West African School Certificate Examination (WASCE) in 1979 and later proceeded to Lagos State College of Science & Technology (Now Lagos State Polytechnic) and Yaba College of Technology between 1981 and 1986 where he bagged National Diploma and Higher National Diploma respectively.

 

Mr. Osifuye further capped his educational/ professional career through the awards of Post-graduate Professional Diploma (Town Planning) and M.Sc. in Environmental Resources Management in 1995 and 2003 respectively

 

He is a Member of Nigeria Institute of Town Planning (NITP), Town Planners Registration Council of Nigeria (TOPREC), Nigeria Environmental Society (AMNES), Licentiate Member, Chartered Institution of Wastes Management of England

 

He joined the services of Lagos State government as a Classroom teacher to teach Technical Drawing on 21st January, 1988, He later transferred his services to the Lagos State Civil Service Commission in February, 1992 as Higher Technical Officer (Town Planning) and  rose through the ranks to the Directorate cadre and currently the Head, Lagos State Planning Information Centre, a Unit in the Ministry of Physical Planning and urban Development.

 

Mr. Osifuye has worked in various capacities as Field Officer, Recommending Officer, EIA vetting Officer, Personal assistant to the then General Manager of Lagos State Physical Planning Permit Authority (LASPPPA), District Officer of Eti-Osa, Oshodi-Isolo, Kosofe and Ikoyi –Victoria Island District Offices. He was a pioneering Staff and Acting Head of District and Local Plans Department of LASPPPA and Lagos state Planning Information Centre (LASPIC).

 

At the professional front, he has held Positions such as the National Publicity secretary (NITP), Ex-officio Member (Lagos Chapter, NITP) Auditor (Lagos Chapter, NITP), Member (Editorial Board) –Committee on Policy Reforms on Physical Planning and Building Regulations in Lagos state.

He has to his credit two unpublished Papers – “Effective Physical planning Development Monitoring: Panacea for Development control” and “Challenges of Recommending Officers. Mr. Osifuye is a resourceful personality, having one time appointed as NITP/TOPREC Dissertation Supervisor and resource person to both his professional body and the Lagos State Government particularly at the Bid opening of the State Digital Mapping and enterprise GIS project. Mr. Osifuye has volunteered his experience by privately and successfully tutored more than Sixty (60) Students (Staff) at the Nigerian Institute of Town planning and Town Planning Registration Council of Nigeria (TOPREC) Professional Examinations.

 

Mr. Osifuye was an awardee of excellence such as Best Overall Student – Professional PGD in Town Planning- Yabatech, Best Student- Remi Makinde Award in Advance Town Planning Design and Excellence in Planning Profession by National Association of Urban & Regional Planning Students (Yabatech)

 

Mr. Osifuye Adesanya Olufunmilayo is a man of many parts being proficient in IT, ICT and GIS. He is no doubt a personality of modern era.  His hobbies include; reading professional books and journals, impacting knowledge and high flair for documentaries

TPL. DUROJAIYE ADEKUNLE RUFAI – Director Urban Development

Mr. DUROJAIYE Adekunle Rufai was born on the 24th September, 1956. He had his elementary education at the I.C.C Primary School, Oke Bola, Ibadan and later St Mary’s Catholic School, Oke Offa, Ibadan where he got the best Primary School Leaving Certificate result in his set in 1968

 

He went to Ahmadiyya Grammar School for his secondary education, he equally had overall best aggregate in the West African School Certificate Examination in 1973, not only in his school but among other Secondary Schools in the Town.

 

Mr. Rufai Proceeded to the Polytechnic Ibadan where he bagged his Higher National Diploma in 1980 and post Graduate full professional diploma in 1988.

 

He has a taste of banking career with the Barclay Bank of Nigeria Ltd (now Union Bank of Nigeria) between 1973 and 1976. Mr. Rufai then joined the service of Lagos State Government in 1981.

In his Thirty one years as a Civil servant in the service of the Lagos State Government, Mr. Rufai has worked assiduously in various departments and  capacities which include preparation of various draft law and regulations to guide  Urban and Regional planning of the State, active participation in the improvement of Urban Landscape of the Lagos  Metropolitan area especially in the area of delivering of right of way for road construction (Okota-Ijesha link Bridge), beautification (Oshodi), housing (Igbogbo)

 

Mr. Rufai is a registered Town Planner and active member of the State Emergency Services, A safety champion who has taken part in various rescue missions. He is trained as first responder in First Aid and Fire Fighting and Disaster Management Manager. He has travelled widely within and outside the country to such places like Singapore, Dubai, Italy, Kenya and Saudi Arabia for both professional and religious purposes.

He is a devoted Muslim and married with Children and grandchildren

MRS. OKUYEMI ANNE IBIYEMI – Head, Development Matters

Mrs. Okuyemi, Anne Ibiyemi was born to the family of Late Samuel Oyelewa and Mrs. Racheal Bolaji Oyelewa on the 16th day of May, 1956 in the City of Ibadan in the present Oyo State, of Nigeria.

She attended ICC Practicing School, Oke – Bola, Ibadan for her Primary Education between 1962 –1967 and St. Monica’s Girls Grammar School, Ondo for her secondary education between 1968 –1972 where she sat for the West Africa School Certificate Examination. Okuyemi later proceeded to obtain an Ordinary National Diploma in Town Planning from the Polytechnic, Ibadan in 1976 and the Higher National Diploma from the same Institution in 1980

 

She also further her carrier in Town Planning at the Yaba College of Technology in 1991 for her Post Graduate Diploma in Urban and Regional Planning and graduated with Upper Credit from the Institution in 1995. She was elected as a Full Member of the Institute in 2001 and registered by the Town Planners Registration Council (TOPREC) in 2003.

 

She worked briefly with Ondo State Government as an Assistant Town Planning Officer with Town Planning Division of the Ministry of Works Lands and Housing from 1977 to 1979. Her coverage area included the Ikare Area Planning Authority, she was also involved in the design of the Ondo Road Garage, Akure.

 

She joined the Lagos State Civil Service on 16th September, 1981 as a Higher Technical Officer. Between then and now, she has worked in various Planning Department and Units of the Planning Ministry and its Agencies.

 

She is currently the Head of Department, Development Matters, of the Ministry of Physical Planning and Urban Development. She is

MRS BELLO RISIKAT – Head, Lagos State Planning Information Centre

Tpl (Mrs.) Bello, Risikat B was born on 17th July, 1966 an indigene of Lagos Island, Lagos State of Nigeria. She attended Igbaja Nursery and Primary School where she obtained School Leaving Certificate from 1972 to 1978 and Egbe Girls’ College Kwara State between 1978 to 1983.

 

She proceeded to Kwara State Polytechnics between 1983 to 1989 for Ordinary National Diploma and Higher National Diploma in Urban and Regional Planning and she did her National Youth Service Corp with the Lagos State Ministry of Physical Planning and Environment in 1990.

 

Tpl (Mrs.) Bello, Risikat B further for her Master’s Degree in Urban and Regional Planning in Lagos State University, Ojo in 1997 to 1998, She also Obtained Certificate in Environmental Impact Assessment in Saxion University of Applied Science, Netherland in Year 2009 with sponsorship of Lagos State Government and certificate in ArcGIS I GIS Fundamentals with eGIS Associates, Inc./ITRE, USA in 2015.

 

She joined Lagos State Civil Service in 1992 as a Higher Technical Officer (Town Planning) and worked in so many Offices and Departments of the Ministry of Physical Planning and Urban Development.  She worked as the Chief Executive in Ojo and Isolo/Oshodi Local Planning Authority between 2002 to 2005.

 

Tpl Mrs. Bello, R B was the Senior Personal Assistant to the Honorable Commissioner for Ministry of Physical Planning and Urban Development in 2007 t0 2008. She became the Head of Department of Physical Development Intervention Department, Lagos State Physical Planning and Development Authority in 2008 to 2010. In year 2011 to 2014, she was the District Officer for Surulere District Office (LASPPPA).

 

She is a Registered Member of Nigerian Institute of Town Planner and an active EXCO Member of the Institute who served in series of Committees in the Institute.

Tpl (Mrs.) Bello Risikat B is presently the Head of Unit, Lagos State Planning Information Centre (LASPIC). Her hobby is fashion designing, dress making and travelling, She is married with Three (3) Children.
